"This is a historic day for Europe," declared Aurore Lalucq, Chair of the European Parliament's Committee on Economic and Monetary Affairs (ECON), after uttering five words: "El euro digital queda adoptado" - the digital euro is adopted.
On June 22, 2026, the ECON committee approved its position on the digital euro legislation with 43 votes in favour, 14 opposed, and one abstention. This landmark vote clears the path for the final legislative negotiations on the digital euro's regulatory framework.
What Does "Adopted" Actually Mean?

Lalucq has warned, "Visa, Mastercard… Trump could cut us off entirely. The rest is poetry. I urgently ask the Commission to organize a European Airbus for payment systems. You cannot say you were not warned."
2. Privacy and Data Sovereignty
Unlike private payment providers that store European data in the United States, the digital euro would be a public, European-controlled infrastructure. The legislation would prohibit the ECB from directly identifying users through their payment data.
3. Preserving Freedom of Payment
In a world where digital payments are increasingly replacing cash, Lalucq argues that a digital euro is a matter of freedom: "In a world where digital services and uses are increasingly taking over payments, it is essential to guarantee everyone the freedom to pay as they wish."
4. Complementing Cash
